How we measured this
Every request opened a fresh connection through the rotating residential gateway, then asked an IP echo service which address it came from. Because each connection draws a new exit, the count of distinct addresses shows how much of the pool was reachable.
DataImpulse and Shifter received identical request counts, the same concurrency of 1,000, a 10 second timeout and the same target, tested one after the other from one server.
Country volumes were fixed and matched across providers, from 60,000 requests in the smallest market to 250,000 in the United States, totalling 560,000 per provider.
What these numbers mean
These counts are the IPs each network had live and reachable during the test window rather than the size of its network. Residential IPs rotate constantly as real devices join and leave, so across a full day both providers serve many times what a single test observes. The number that limits a crawl is how many are online simultaneously. Sample sizes differ per country, so each country's pair of bars compares the two providers rather than the countries.

148 French networks against 63 and 1,606 US against 967. Blocks follow networks, so spread across autonomous systems matters as much as address count.

Germany was the clearest case, 22,005 live IPs against 7,786. Thin pools show up first outside the largest markets, which is usually where crawls start failing.
